Responsibilities and Services

The Finance Department is responsible for the fiscal management, processing, and maintenance of all of the City’s accounting transactions. The Finance Department works with the Administration Department and other department heads to prepare the annual operating and capital improvement budgets.

The Finance Department’s duties include:

  • Accounts receivable
  • Administration of special assessments
  • Bonding
  • Capital expenditures
  • Cash receipts
  • Financial statements
  • Fixed assets
  • Insurance
  • Investment programs
  • Payroll
  • Setting accounting policies and procedures
  • The audit
  • Utility billing

City Credit Rating

The City has a credit rating of Aa2, set by Moody’s Investors Service. [Read the 2015 Moody's report.]

Sale of Vehicle and DNR Licenses

The City no longer operates a Deputy Registrar counter at City Hall for sale of vehicle and Department of Natural Resources licenses. Sales have been transferred to the county’s Robert Trail Library and Licensing Center.
